Procreate is a mobile app for digital painting and drawing.
You can use multiple layers, blending, masks, many preset brushes and more. Auto save is utilized and a Timelapse video of your art can be saved!
Although it’s not free, it only costs $10 for a one-time purchase with no ads. (There is a version of procreate for iPad or pocket edition for phone)
You can also import images, create another layer and trace the image. This is a method I use often to create svg’s.

The only problem is that Procreate uses a pixelated way of drawing, but this can be solved by using a free resource online like convertio.
When turning procreate images into an svg, remember that you don’t want it too complex as this is what you’re going to cut the vinyl to. Each different colour must be a different layer and saved and converted separately.
For best results, I recommend converting with a transparent background with a fully black layer. Change the colour later!
